The Community Development Department activities center on Housing, Economic and Community Development, and Redevelopment. The Department, including the Community Development Authority, has an approximate $4M annual budget which is financed primarily through the U.S. Department of Housing & Urban Development, and is staffed by 12 full and part time employees.

The Community Development Authority manages elderly and disabled public housing at Riverview Towers; elderly and disabled Section 8 new construction housing at Kannenberg Plaza; 40 units of scattered sites public housing for families; and 375 Section 8 rental assistance vouchers for individuals and families.
The Community Development Authority opened a 24 unit Residential Care Apartment Comlex (RCAC), Riverview Terrace, which provides affordable housing and services to low income elderly residents through Community Health Care's Visiting Nurses Association.
